[PATCH] First version of the ARGF class

While developping the ARGF class I found a bug in global.rb and also modified a few global variables in preparation of the upcoming ARGF patch.

Please find attached my first version of the ARGF class . It passes all ARGF specs succesfully except one because of a limitation in the current implementation of IO#reopen in Rubinius (it cannot reopen STDIN as opposed to MRI)
Also fixes a bug in global.rb, add the -i command line option in the loader.
