Setup script to list of all incompat

Use either rdoc tags or spec or whatever, but be able to quickly generate a list of all incompatible's Rubinius has.

Talking with Brian, we'll be able to do:
bin/mspec --dry-run -fs -g unsupported
RSN, then can look in spec/tags for such things to help.
