Add FFI bindings for SQLite3

The DL driver for sqlite3-ruby gem is deprecated. FFI sounded like a good way to replace that driver with something that would be cross-implementation as at least JRuby suggested they would support the FFI API.
However, for now we're working on getting the Ruby C-API up to par and this gem should be able to compile as a native extension. So, putting this ticket on hold for now.
