[BUG] Specs for Range#step pass on p111 and fail on p114

There's a discussion of changes in patchlevel 114 on Ruby-core related to Range#step behaviour changes.

Need to catch up with the thread and probably revert to p111 behaviour if it is specified as a regression in p 114.
