[TASK] Convert stdlib/ext/syslog/ to Ruby using FFI (stdlib/syslog.rb)

started and completed!
it is now in ruby using FFI. everything works except for Syslog::log and its friends (emerg, notice, debug, etc.)
also got rid of that C extension, too.
