[PATCH] IPv6 and stdlib/ipaddr.rb

The attached patch lets stdlib/ipaddr.rb run and moves it to lib

Other problems with ipaddr.rb remain, howeve. This:
require 'ipaddr'; IPAddr.new('127.0.0.1/32')
gives an exception.

IPAddr specs now all pass. IPAddr has been moved to lib/ now.
