[FEATURE] Investigate IO usage of File

This happens in MRI, and currently in our implementation. As a side effect, it requires File to do things like allow a file descriptor as the argument to File.new/open even though it isn't documented. This may be something that shouldn't be continued in Rubinius.

Seems like a bug more than a feature.

    I don't see any reason to remove behaviors like File.new File.new('README').fileno.
