revise .rbc storage policy

Currently we put .rbc along side .rb files. We should consider whether thats necessary.

unless we make parsing slower (a distinct possibility over the next N months) .rbc files seem unnecessary to all who aren't building up .rba files.

Incorrect. Compiler, not parsing, is the slow part. If we think that compiling is fast enough, we could stop generating .rbc files.

Added to doc/todo/misc.txt. Compiling is still too slow to dispense with .rbc files in general.
